Optimizing Monitoring and Evaluation with Delta

The West and Central African Council for Agricultural Research and Development (CORAF / WECARD) is a sub-regional organization founded in 1987.

As an international non-profit association, CORAF works in 23 countries in West and Central Africa covering 12.3 million square kilometers.
At the national level, CORAF works in partnership with the national agricultural research systems (SNRA) made up of public agricultural research institutes, universities and other tertiary institutions, groups such as farmers, civil society organizations, the private sector and any other entity engaged in the provision of research services.

Challenge

The West and Central African Council for Agricultural Research and Development (CORAF/WECARD) operates as an extensive sub-regional organization working in 23 countries across West and Central Africa. The organization has robust skills in Monitoring & Evaluation (M&E), which are facilitated through a comprehensive library of resources.

However, despite these strengths, CORAF/WECARD faced a challenge regarding its data management and learning strategies. These weaknesses posed a risk to the overall effectiveness and efficiency of the organization’s operations.

The challenge was to implement a comprehensive, yet user-friendly, Monitoring, Evaluation, and Learning (MEAL) system to enhance data generation, coding, sharing, and reporting capabilities between stakeholders. The aim was to facilitate informed decision-making that was backed by reliable data.

Solution

To address this challenge, we introduced Delta Monitoring (DELTA), a comprehensive online MEAL system and data management platform. Our solution provided a unique platform for team staff and members of National Agricultural Research Systems (NARS) from various countries.

The DELTA platform was designed to provide users with a centralized location where they could access and report standardized and personalized indicators linked to the operational plan. This ensured an easy way to exchange and process information, facilitating a smooth flow of data between various stakeholders.

Outcome

Upon implementation of the DELTA platform, CORAF/WECARD saw immediate improvements in their data management and learning processes. The organization experienced increased efficiency in their operations due to the streamlined data exchange process.

Members of the NARS in different countries could conveniently access the platform and report their progress, improving transparency and collaboration within the organization. The increased access to standardized and personalized indicators enabled CORAF/WECARD to make more data-driven decisions, directly improving the effectiveness of their 2018-2022 operational plan.

Conclusion

DELTA improved the data management and learning strategies at CORAF/WECARD. By integrating this robust yet user-friendly interface, DELTA encouraged transparency, collaboration, and data-driven decision-making within the organization. 

The resultant benefits reaffirm the importance of investing in advanced MEAL systems to optimize data management and learning processes within organizations operating in diverse and dynamic environments like CORAF/WECARD.
